सरकार ने मोबाइल के IMEI नंबर में छेड़छाड़ को दंडनीय अपराध बना दिया है, जिसमें दोषी पाये जाने पर तीन साल तक की जेल हो सकती है. सरकार ने मोबाइल चोरी की घटनाओं पर लगाम लगाने के लिए यह कदम उठाया है. आईएमईआई नंबर किसी भी मोबाइल के लिए 15 अंकों की विशिष्ट डिजिटल संख्या होती है. दूरसंचार विभाग ने इस बारे में एक अधिसूचना 25 अगस्त को जारी की थी. इस कदम से फर्जी आईएमईआई नंबर से जुड़े मुद्दों पर काबू पाने व खोये मोबाइल फोनों का पता लगाने में मदद मिलने की उम्मीद है. अधिसूचना में कहा गया किसी भी मोबाइल के अंतरराष्ट्रीय मोबाइल उपकरण पहचान (आईएमईआई) नंबर में जानबूझकर छेड़छाड़ करने, बदलाव या उसे मिटाना अवैध है. नये नियम को मोबाइल उपकरण पहचान संख्या में छेड़छाड़ निरोधक नियम 2017 नाम दिया गया है. ये नियम इंडियन टेलीग्राफ कानून की धारा सात व धारा 25 के संयोजन से बनाया गया है. इस बीच दूरसंचार विभाग एक नयी प्रणाली भी लागू कर रहा है, जिसके तहत किसी भी नेटवर्क के खोये गये और चोरी हुए मोबाइल की सभी सेवाएं बंद की जा सकेंगी भले ही उसके सिम या आईएमईआई नंबर को बदल दिया जाये.
